Step-Up HRM is designed from the ground up for African businesses. Unlike generic global platforms, we understand the unique regulatory landscape, cultural nuances, and operational challenges of doing business in Kenya and across East Africa.
That distinction sounds like marketing until you have tried to run Kenyan payroll on a system built elsewhere. The difficulty is not that international platforms are poorly made. It is that statutory payroll is not a feature you can localise by changing a currency symbol and a date format. It is the core of the calculation, and a system that treats it as a configurable extra will be approximately right in a domain where approximately right is a penalty.
Consider a single Kenyan payslip and what a system has to know to produce it correctly.
NSSF is charged across two tiers with separate bases, under an Act whose upper earnings limit has been rising in phases. SHIF replaced NHIF on an entirely different footing—a percentage of gross with a floor, rather than the banded table that came before it. The Affordable Housing Levy takes 1.5 per cent from the employee and a matching 1.5 per cent from the employer. NITA is a flat employer charge that never touches the employee's net pay. Only once all of that is settled does PAYE apply, against its own bands, reduced by a personal relief that is claimed once per taxpayer rather than once per employment—which means a secondary employment must not claim it, and a non-resident does not receive it.
Get the sequence wrong and every figure downstream is wrong. Get one rate wrong and you are wrong every month until somebody happens to look. This is the work, and it is the work whether or not a vendor's roadmap has time for it this quarter.

Proven Track Record
For any group operating across the region, the complexity is not that the same rules repeat with different numbers. It is that the rules are structurally different in each market.
Kenya applies the two-tier NSSF arrangement, SHIF, the housing levy and NITA, with PAYE calculated on pay after the allowable deductions.
Uganda charges NSSF at five per cent from the employee and ten from the employer, and PAYE is charged on the gross rather than on pay after contributions. Local Service Tax is an annual amount set by income band and collected in four instalments between July and October—not, as is often assumed, a twelfth each month.
Tanzania pairs employee and employer NSSF contributions with employer-side obligations the employee never sees on their payslip: the Workers Compensation Fund and the Skills Development Levy.
Rwanda runs RSSB pension and maternity contributions alongside PAYE, and adds CBHI charged on pay after tax—so it has to be calculated last, and a system that computes deductions in a fixed order will get it wrong.
A single spreadsheet cannot hold four regimes without somebody maintaining four spreadsheets. That is usually four people, four interpretations, and no reliable way to answer a group-level question without a week of reconciliation.
Employee Management Excellence Track all employee data, manage contracts, and handle promotions seamlessly in one unified dashboard.
Intelligent Payroll Processing Automated salary calculations with full tax compliance, zero manual errors, and on-time payments every month.
Attendance and Leave GPS and geofenced clock-in for staff who do not sit at a desk, with leave requests, approvals and accrual handled automatically rather than tracked in a parallel spreadsheet.
Employee Self-Service Payslips, leave balances, personal details and document requests available to the employee directly, which removes the majority of routine traffic from the HR desk.
Analytics and Reporting Turnover, absence, headcount and cost of employment visible across branches and entities, in each market's own currency and under its own statutory rules.
Whichever direction you go, a short list of questions separates systems that handle this region from systems that claim to.
Ask how statutory rates are updated, and by whom—whether a rate change is applied by the vendor or left to you to configure. Ask what happened when SHIF replaced NHIF, and how quickly. Ask whether personal relief can be suppressed for a secondary employment. Ask to see a payslip that shows NSSF split across both tiers. Ask what a group with entities in three countries sees when it asks for total cost of employment this quarter.
The answers tend to be clarifying, and they are worth getting before a migration rather than after one.

Onboarding is usually designed around the paperwork the company needs. Almost everything that predicts retention happens somewhere else.

Untaken leave sits on your books whether or not anyone is tracking it. Most organizations discover the size of it at the worst possible moment.
